With the entry into force of Law 19/2014, of 29 December, on transparency, access to public information and good governance, the transparency portal has become the basic instrument to fulfil and give effect to the obligations of transparency established by the Law and make it easier for the public to consult the information held by public administrations and other obligated parties.
The portal is configured as an electronic platform of active publication that permits access to all available information via links to the websites of the administrations and their dependent entities.
According to the Law, the transparency portal is organised and managed by the Administration of the Catalan Government, and also includes information relating to local administrations and the administrations and entities included in article 3.1.a), b), c), d) and e).
Local and other administrations and entities can create their own transparency portals, but access to their contents must be interconnected with the Catalan transparency portal with easy integration. Each obligated party is responsible by Law for the information included in, and accessible via, their transparency portal.
Therefore, the portal is essential to ensure transparency and access to public information.
