The evaluation procedure consists in analysing and contrasting the information on the portal with previously established objective indicators to determine the reach and the level of compliance with the transparency requirements established by Law 19/2014, of 29 December, on transparency, access to public information and good governance, and this procedure must guarantee participation by independent experts and the general public.

An independent institution is responsible for the external evaluation prescribed by the Law, such as the Ombudsman, which monitors overall compliance with the Law and submits an annual general evaluation report to the Parliament on its implementation.
